The Constitution is the key document that defines the work and procedures of the Combined Authority. It sets out how we work, how we make decisions, and the procedures we follow to make sure our work is efficient, and effective, and is both transparent and accountable to local people.
Some of these procedures are set by law, while others are ones we have chosen to follow.
At times we need to alter the Constitution to reflect things that have changed since it was first created when devolution happened.
Changes to the Constitution will be agreed by the Combined Authority Board in accordance with the voting arrangements as set out in Chapter 5 – Standing Orders unless in the reasonable opinion of the Monitoring Officer a change is required in the circumstances set out in his/her delegated powers.
